Abstract: RU: Диссертация посвящена разработке теоретико-методических положений и практических рекомендаций по обеспечению эффективности управления корпоративным сектором в условиях трансформационных изменений в контексте инновационного развития экономики. Разработаны теоретические основы управления корпоративным сектором экономики, которые включают системное представление об особенностях его функционирования, роли и векторах развития в условиях трансформационных изменений экономики, предложена периодизация эволюции управления корпоративным сектором экономики Украины, сформированы концептуальные положения относительно содержания и ключевых направлений государственного управления и инструментов стимулирования инновационного прогресса. Усовершенствованы организационно-экономические основы управления корпоративным сектором на основе адаптивных технологий, которые включают формирование стратегий инновационного позиционирования корпораций, учет качества институциональной среды и динамики трансформационных изменений государственной собственности, использование модели Марковица для оптимизации доли корпоративных прав государства. Разработано информационно-аналитическое обеспечение выявления проблем развития корпоративного сектора, имплементировано опыт регулирования корпоративного сектора Белоруссии и Китая, предоставлены предложения относительно государственного управления развитием корпоративной социальной ответственности.
EN: The thesis deals with the development of theoretical and methodological regulations and operational guidelines concerning the efficiency of the corporate sector management under transformational changes in the context of innovation development of the economy. On the basis of the analysis of scientific views there were defined the characteristics of the corporate sector of the economy. It was defined that the corporate sector is one of key areas of the economic activities of the state and it is a structure formation element of its economy including the totality of business entities from jointstock companies to associations of legal entities. It performs social and economic functions and it is able to provide economic take-off and social development of the country, subject to efficient management. It was found that state-owned enterprises form a considerable part of the corporate sector. There was formed a conception of the operation peculiarities of enterprises with corporate state rights and their significance for the development of macro-, meso- and microlevels of the economic system of our country. Taking into account the trends of transformational changes of the world and national economy and influence of destructive factors on the development of the corporate sector made it possible to define its strategic vectors of development, among which there are activization of research activities, realization of integrator functions, creation of innovation production, innovation renovation of technical and technological resources, inclusion into global technological chains, informatization, staff priority development. The development periods of the domestic system management of the corporate sector of the economy were defined, namely, there were singled out five periods (preparation, unification, normative and legislative substantiation, coevolution, optimization) which describe peculiarities of the formation of the normative and legislative framework and the processes of privatization. The definition of the period content makes it possible to identify the peculiarities of the modern period of the evolution and define basic directions of the improvement of the organizational and legal support of the corporate sector. Overcoming of crisis consequences and transfer to the stable growth of the domestic corporate sector directly depends on the efficiency of joint efforts of the state and business within the framework of the realization of the policy of domestic economy modernization. We need a comprehensive approach for the solution of the corporate sector problems where the public management plays the key role. As priority areas of the state support and encouragement of the development of the corporate sector of the domestic economy there were defined the activization of research activities, innovative renovation of the technical and technological production basis, innovation-oriented integration processes and improvement of the corporate management. The identification of advantages and disadvantages of Anglo-American, German, Japanese, Belarusian, post-Soviet and Chinese models of the state property management made it possible to take into account the positive experience of the state sector management of the economy of Belarus and China which is evidence of the efficiency of nonselective support, orientation towards external activities, support of the innovation development. With the purpose of the increase of management procedures quality there was developed information and analysis support of the detection of problems of the corporate sector development which includes assessment on the basis of three groups of criteria (shareholder rights, supervisory board, executive body and supervision of financial and economic activities of a joint-stock company) and the grading scale which stipulates the definition of "backward", "transitional" and "advanced". The roadmaps were developed in accordance with the indicated groups of enterprises The strategic approach to the support of the development of the domestic corporate sector is realized by means of introduction of adaptive technologies into the system of public management. They include planning of the strategies of innovation positioning of the corporate sector enterprises taking into account such factors of the external environment as the institutional environment quality and the dynamics of transformational changes of the state property, formation of alternative instruments of the state policy for the encouragement of development and the definition of the optimum part of state shares at enterprises by means of the application of the Markowitz bicriteria model "profitability-risk". For the support of the efficiency of the public management by means of the development of the corporate social responsibility in Ukraine there were fully defined the goal, methods and instruments of the state regulation combining with goals, tasks and intracorporate instruments of the social and economic responsibility, which provides system participation of the state in the activization of the social activities.
