Виробничий потенціал вагонобудування України: ризики та можливості для розвитку підприємств залізничного транспорту в поствоєнний період

Abstract

UA: У статті визначено, що Україна традиційно була одним із ключових гравців у сфері вагонобудування серед країн Європи, а вагонобудівні підприємства завжди відігравали стратегічну роль у формуванні національної економіки та забезпеченні потреб транспортної інфраструктури. На основі аналізу особливостей функціонування підприємств вагонобудування України ідентифіковано ключові ризики їх розвитку у зв’язку із трансформацією середовища діяльності. Охарактеризовано дію технологічних, економічних, інфраструктурних, соціальних, регуляторних та політичних ризиків на виробничі здатності підприємств вагонобудування України. Аргументовано, що поствоєнне відновлення виробничого потенціалу вагонобудівної галузі України можливе за умови реалізації системного підходу, що передбачатиме відбудову зруйнованих підприємств, модернізацію виробничих потужностей, розвиток кадрового потенціалу, залучення інвестицій та інтеграцію на міжнародні ринки.

EN: The article determines that Ukraine has traditionally been one of the key players in the field of railcar construction among European countries, and railcar construction enterprises have always played a strategic role in shaping the national economy and meeting the needs of transport infrastructure. It is established that after relatively stable development in the early 2000s, the industry faced a number of crisis phenomena that began to manifest themselves in 2014 as a result of the war in eastern Ukraine, and later significantly deepened due to the full-scale invasion in 2022. These challenges jeopardized the further functioning of railcar construction enterprises and their ability to meet the needs of domestic and foreign markets. Based on the analysis of the features of the functioning of railcar construction enterprises in Ukraine, key risks to their development in connection with the transformation of the operating environment have been identified. The impact of technological, economic, infrastructural, social, regulatory and political risks on the production capabilities of railcar construction enterprises in Ukraine has been characterized. It is argued that the post-war restoration of the production potential of the Ukrainian railcar industry is possible provided that a systemic approach is implemented, which will include the reconstruction of destroyed enterprises, modernization of production facilities, development of human resources, attraction of investments and integration into international markets. The restoration of the production potential of the industry is of a strategic nature, because the renewal of enterprises, the introduction of new technologies and reorientation to new markets are challenges that can become the basis for the creation of a competitive and environmentally friendly industry, and its sustainable growth can give impetus to the revival of the industrial potential of Ukraine in the post-war period.
